Tempe To Allow Duplexes And Fourplexes In More Areas By 2026

Tempe News

Tempe is set to expand its housing options with a new state law allowing duplexes, triplexes, fourplexes, and townhomes such as our Tempe townhome project Vedana in certain areas. The change aims to increase housing variety without relying solely on large apartment complexes.

More Housing Near Downtown

The Middle Housing Bill, passed in 2024, applies to cities with over 75,000 residents. Starting in 2026, single-family homes within one mile of downtown can be converted into small multifamily units.

  • Allows more housing types in previously single-family areas
  • Encourages smaller-scale developments instead of massive complexes
  • Excludes airport-affected zones and non-residential land
  • Designed to increase housing supply, not specifically affordable housing

This shift could bring more living options to Tempe, especially for those looking beyond traditional apartments.

Mixed Opinions From Residents

At a public meeting, residents and city officials discussed the potential impact. Some homeowners raised concerns about neighborhood changes and the increased interest from investors looking to buy properties. Others saw the bill as an opportunity to expand housing choices and meet growing demand.

  • Some residents prefer maintaining single-family neighborhoods
  • Investors have increased efforts to purchase homes in the area
  • Luxury condos like South Pier have buyers excited
  • Others support expanding the policy citywide to increase supply

What Comes Next?

Tempe will finalize the ordinance after the state legislative session ends in August. Adjustments may be made before implementation, allowing room for community feedback.

With Tempe, Arizona housing in high demand, this policy signals a shift toward denser, more flexible development while keeping growth controlled.
